It is one where the right people see the right data, accounts are controlled, backups survive an attack, and someone has decided in advance what happens when something goes wrong. Buying tools covers only one of the three.

Most breaches in Singapore’s published PDPC cases trace back to basics: weak passwords, missing multi-factor authentication (MFA), forgotten admin accounts and no incident plan.

Ask your developer for role-based access, MFA, an account clean-up at launch, offline backups and a written incident plan.

Certification such as Cyber Essentials shows good practice in your organisation. It does not make an app hack-proof.

Co-funding of up to 70% may be available for cybersecurity consultants through CSA’s CISO-as-a-Service scheme.

Table of Contents

Start with the three pillars, not the tools

What Singapore’s data protection cases keep showing

Web app security best practices that matter for an SME

Questions to put to any app developer

Our perspective: simplest suitable solution, secured properly

What certification does and does not tell you

Support and funding available in Singapore

A note on accessibility

How we help

FAQ

Sources

Start with the three pillars, not the tools

When owners ask us about app security, the first question is usually which product to buy. We steer them elsewhere first. Singapore’s Cyber Security Agency (CSA) describes effective cybersecurity as resting on three pillars: people, process and technology. Smaller businesses tend to over-invest in the technology pillar and neglect the other two.

In practice:

People: staff who know what a phishing email looks like, and who know who to tell when something seems wrong.

Process: who may create accounts, who reviews access, how backups are tested, what happens in the first hour of an incident.

Technology: encryption, MFA, patching, firewalls and the app’s own design.

An app built perfectly but run by a team that shares one admin password is not secure. The reverse is also true: a careful team cannot fully compensate for an app that stores sensitive data in plain view.

What Singapore’s data protection cases keep showing

The Personal Data Protection Commission (PDPC) publishes undertakings and decisions after data incidents. Read a few and the pattern is plain. The causes are rarely exotic. They are mostly ordinary gaps that nobody owned.

Account takeover through email. In one PDPC undertaking involving three recruitment and advisory organisations, an attacker gained access to Microsoft 365 mailboxes and exfiltrated emails containing personal data, including NRIC/FIN numbers, dates of birth and salary information. Shared mailboxes and inboxes deserve the same scrutiny as your main app, and a walkthrough of shared inbox security audits shows what a review of that kind covers.

Ransomware on servers. In the Quest Technology undertaking, the PDPC was notified of a ransomware attack on servers that exposed the personal data of current and former employees.

The clean-up afterwards. Remedial steps recorded in cases such as Shiseido and Kingsmen Creatives include isolating affected systems, disabling VPN access and resetting credentials. Those are things you would rather have done before the incident, on your own schedule.

The lesson for a small business: the controls regulators ask for after a breach are the same ones you can ask for at the start of a project, usually at lower cost.

Web app security best practices that matter for an SME

A long checklist helps nobody. These are the controls we would put first for a typical business web app, such as a booking tool, a lead tracker or an internal dashboard.

1. Strong sign-in, with MFA for anyone privileged

Every administrator account should use multi-factor authentication. For staff, consider single sign-on so people do not reuse passwords across tools. We cover the build detail in exact developer specs for two-factor authentication apps and the password side in our piece on single sign-on for SMEs.

One caution: MFA is not a force field. An attacker who steals an already-logged-in browser session can sometimes skip the second factor. That is why session expiry, device protection and monitoring still matter alongside MFA.

2. Role-based access, so people see only what they need

A cashier does not need payroll. A sales assistant does not need to export the whole customer list. Good apps let you define roles, assign them to people and remove them quickly when someone leaves. When you review options, look at how a product handles this, for example the access control features in an inventory tool, and expect the same level of control in anything built for you.

3. Clean up test and admin accounts at launch

During development, teams create test users and temporary admin logins. If they survive into production, they become an easy way in. Ask your developer for a written list of every account that existed during the build and confirmation that each was removed or secured on launch day. Then schedule a review of privileged accounts, for example every quarter. PDPC cases commonly cite missing access reviews as a contributing gap.

4. Encrypt data in transit and at rest

All traffic should run over HTTPS, and stored sensitive data such as NRIC numbers, contact details and payment references should be encrypted or, better, not stored at all if you do not need it. The OWASP MASVS is written for mobile apps, but its structure is a useful way to frame the conversation: it separates controls for data storage, network communication and authentication, so you can ask a developer about each in turn.

5. Keep software patched

Frameworks, libraries, servers and plug-ins all age. Agree who applies updates, how often, and who tests them. For a bespoke app, this should be written into the maintenance arrangement rather than left to goodwill.

6. Log what happens

You cannot investigate what you did not record. Ask for audit logs of sign-ins, permission changes and data exports, and for a named person who can read them.

7. Backups that an attacker cannot reach

Cloud sync is not the same as backup. If ransomware reaches your systems, synced copies can be encrypted along with the originals. We advise keeping at least one backup copy that is offline or immutable, and testing a restore at least once so you know it works.

Questions to put to any app developer

Bring this list to the first meeting. A good developer will answer in plain words.

Which roles will the app have, and who can create or remove them?

Is MFA available for admin accounts, and can staff use single sign-on?

Where is the data hosted, and who at your company can access it?

What is encrypted, and what personal data do we actually need to collect?

How are test and admin accounts handled at launch?

What is the backup method, and when was a restore last tested?

Who patches the app after launch, and how often?

What is the plan if we suspect a breach, and who do we call first?

If the answers are vague, treat that as information.

Our perspective: simplest suitable solution, secured properly

We build and adapt apps for Singapore SMEs, and our approach starts with the workflow, not the technology. That shapes how we think about security too.

First, every extra feature is extra surface to defend. When a ready-made product or an adapted one covers your need, there is less new code to get wrong and a clearer scope to secure. Custom builds are right when your process is genuinely different, but they should earn their place.

Second, confidentiality is part of the job, not an add-on. Business owners tell us about their workflows, customers and pricing. That information should be handled with care from the first conversation, before anything is signed.

Third, security should be explained without jargon. If an owner cannot say, in one sentence, who can see customer data in their own app, the design is not finished.

Fourth, apps do not stay secure by themselves. The strongest build still depends on staff habits, so we encourage a pilot-first rollout in which people learn the new access rules gradually, as described in our change management guide for SMEs.

— Ronald

What certification does and does not tell you

Singapore’s Cyber Essentials mark is designed for organisations such as SMEs. CSA has been clear that these marks certify that an organisation has adopted suitable measures, not that a particular product is hack-proof. Think of it as evidence of ongoing practice rather than a guarantee.

According to CSA’s certification page, the Cyber Essentials certification is valid for two years and involves a desktop review of your self-assessment by an independent assessor. Charges and timing vary with the scope of the certification.

The practical use: if a customer or partner asks about your security posture, a recognised mark gives you a clear answer. It does not replace the app-level controls above.

Support and funding available in Singapore

You do not have to work this out alone. CSA’s CISO-as-a-Service scheme helps organisations engage cybersecurity consultants to develop a personalised cybersecurity health plan, and eligible SMEs can receive up to 70% co-funding. Eligibility and rates can change, so check the CSA page before you commit.

The same CSA material notes that pre-approved cybersecurity solutions under SMEs Go Digital align with Cyber Essentials and cover basics such as anti-malware, firewall and backup. These are useful for the devices and network around your app. The app itself still needs the design choices described above.

A note on accessibility

People also ask about accessibility for business apps, and it belongs next to security because both come down to designing for real users. An app that staff cannot use comfortably gets worked around: shared logins, screenshots in chat, data copied into spreadsheets. Those workarounds are security problems.

Some practical checks:

Text is readable at a larger size, with enough contrast against its background.

Every action can be done by keyboard as well as by mouse or touch.

Buttons and fields have clear labels, not just icons.

Error messages say what went wrong and how to fix it.

Sign-in works for people who are not technical, which is one reason we favour single sign-on over a dozen passwords.

Raise these in your brief. They cost far less when planned from the start than when retrofitted.

How we help

If you are unsure whether you need a ready-made product, an adapted one or a custom build, start with our complimentary app fit review. We look at your workflow first, point you to the simplest suitable solution and give early cost direction before development begins, with your information kept confidential. See our app development service for Singapore SMEs or try the product demos to see how our ready-to-use apps work. ↗

FAQ

What is the first thing to secure in a small business app?

Start with who can sign in and what they can see. Turn on MFA for every administrator, give each person a role limited to what their job needs, and remove any test or default accounts. These steps address gaps that appear repeatedly in PDPC cases.

How do I make my app secure without an IT team?

Choose a developer who explains security in plain terms and puts it in the scope: roles, MFA, encryption, logging, backups and patching. Consider CSA’s CISO-as-a-Service scheme, which offers co-funding of up to 70% for eligible SMEs, for an independent health plan. Then assign one person in your business to own account reviews.

Can any app be completely safe from hackers?

No. CSA’s own framing is that certification shows an organisation has adopted the right measures, not that its systems cannot be attacked. The realistic goal is to make an attack harder, limit the damage and recover quickly, which is why backups and an incident plan matter.

Is MFA enough to protect my business app?

It is essential but not sufficient. Attackers can sometimes hijack an active session, so pair MFA with session expiry, protected devices, access reviews and monitoring of sign-ins.

Do cloud backups protect me from ransomware?

Not necessarily. Synced cloud copies can be encrypted or deleted along with your live data. Keep at least one offline or immutable copy and test restoring from it.

Sources

CSA: CISO-as-a-Service to develop a Cybersecurity Health Plan

CSA: Certification for the Cyber Essentials Mark

CSA: Speech at the launch of the Cyber Essentials and Cyber Trust marks, 29 March 2022

OWASP MASVS

PDPC: Undertaking by Quest Technology Pte Ltd

PDPC: Undertaking by Shiseido Group

PDPC: Voluntary Undertaking by Kingsmen Creatives Ltd

Recommended

App Developer Singapore for SMEs

SMEs: Exact Developer Specs for Two Factor Authentication Apps

Stop Password Chaos: SSO for SMEs with FIDO2 MFA and a Free App Fit Review

What security your small business app needs, from access control and backups to PDPC lessons and Cyber Essentials, plus what to ask your developer.

[1

post-323","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-uncategorized
["GET
